Official Community Plan Amendment
The Beedie Group has come a long way since it purchased the Fraser Mills site with a vision for a sustainable riverfront community. Our project team has worked since 2005 on technical due diligence, market research, community consultation and site planning work to gather the information necessary to amend the Official Community Plan.
Here is a summary of our past process:
Beedie Purchases Site
December 2004
The Beedie Group acquires the site from International Forest Products.
Draft Proposal Submitted
February 2005
An initial mixed-use proposal is submitted to the City of Coquitlam.
Concept Plan Refinements
Spring 2005
The Beedie Group continues to work with Hotson Bakker Boniface Haden Architects + Urbanistes on a mixed-use concept for the site, including residential, commercial and industrial after receiving initial staff and council comments.
Community Open House
June 2005
Public Open House at Place des Arts. An Official Community Plan Amendment is applied for.
City Consultation Process
August – December 2005
City of Coquitlam starts a consultation process with all stakeholders.
Council Direction
January 2006
City of Coquitlam Council allows the Beedie Group the opportunity to undertake further research and make amendments to the plan which address the issues raised by Council in early January.
Beedie Visioning Workshop
May 2006
The Project Team holds a visioning session to improve the plan, adding a stronger heritage component, more intense industrial land usage, and an institutional partner.
Research + Refinements
June – September 2006
Research is conducted surrounding employment and housing projections in the Greater Vancouver Regional District, and the potential impacts of the Fraser Mills Proposal.
Meetings with City Staff
November 2006
The Beedie Groups meets with City of Coquitlam staff members to discuss the new proposal and explain the research findings.
Approval in Principle
December 2006
City of Coquitlam Council supports the project in principle, and directs City staff to bring forward an Official Community Plan amendment for the public's consideration.
Public Open House #1: Vision + Framework
February 2007
A public Open House is held at Millside School to discuss the proposed amendments to the OCP.
OCP Amendment Approved
March 2007
After a Public Hearing, the City of Coquitlam approves an OCP Amendment bylaw, redesignating the Fraser Mills site "Waterfront Village Centre" and permitting a mix of land uses.
