An educational institution at Fraser Mills will provide a place for learning and source of employment onsite. The proposal will also include as many jobs as an industrial development on the same site, planning for areas of the economy that are expected to grow.

OCP POLICY STATEMENT:
Ensure that employment opportunities on the site are maximized, including" no net loss" compared to the number/quality of jobs that would have been provided under an industrial development scenario for the site.
